Living on La Manga, booking in Cartagena

La Manga has beaches and apartments but no police desk for foreigners. How residents of the strip and of Cabo de Palos book, and which office expects them.

An abandoned two-storey fishermen's house of weathered ochre plaster with a tiled roof, standing on a grassy islet in the shallow water of the Mar Menor at Las Encañizadas, La Manga, glowing in low evening sun; a curving line of wooden stakes with perched seagulls crosses the rippled blue water in front, with a white sail and distant hills on the horizon

Ask three neighbours on La Manga where to go for a NIE or a residence card and you may hear three answers: the city, Murcia, or “wherever the website sends you”. The last is the closest to the truth. Appointments for foreigners are booked for a province, not for a town, and the office comes with the slot.

Start from what you need. A Dutch couple who have moved into their apartment for good need the green certificate. A British resident holding the old paper certificate wants the card of the Withdrawal Agreement. A German owner who still lives in Hamburg needs only a NIE, requested on form EX-15. Each is a different trámite (procedure) on the booking site, and the trámite decides which offices can be offered.

For most of these, policia.es lists the Comisaría de Cartagena, at C/ Menéndez y Pelayo 6: NIE assignment, the registration of EU citizens, the issue of the TIE, return authorisations and letters of invitation. The same directory lists no foreigners’ unit on La Manga, at Cabo de Palos or in the lagoon towns, from Los Alcázares to San Pedro del Pinatar: in the Cartagena–Mar Menor area, the comisaría in the city is the one listed unit.

Some steps never come to Cartagena. Permits to live or work are handled in Murcia, by the Oficina de Extranjería at Cabezo Cortado in Espinardo, the only one in the region. Student stays, stay extensions and non-lucrative residences are listed at the provincial police brigade on the same site.

On the booking screen, open the cita previa for Murcia province, pick your trámite, then read what is offered. A slot in Murcia is not a mistake: it may be the first free date, or the only office for your procedure. If you would rather wait for Cartagena, you can let it go and search again another day.

On the day, the confirmation is your chart. It names the address and the hour; the comisaría’s entry on policia.es carries no opening hours, so the time on the booking is what counts. From the strip, line 43 runs from La Manga and Cabo de Palos to the Cartagena bus station, and line 44 shuttles along La Manga to connect with it at Cabo de Palos. No official page relates the bus station to Menéndez y Pelayo, so look up the last stretch beforehand.

And the padrón, the municipal register? That is the town hall’s business, not the police’s. La Manga is shared between two municipalities, Cartagena and San Javier, so check which one your address belongs to before you look for a padrón appointment. On the Cartagena side, the Ayuntamiento has an OMITA, one of its district offices, at Gran Vía km 1 on La Manga, open on weekdays by appointment; it lists none in Cabo de Palos.
