Settling in Cartagena and on the coast

NIE La Manga: a home between two seas starts with a number

No Spanish notary signs until every name on the deed has its own NIE, the foreigner’s identity number. Buyers who keep their home abroad file the EX-15 as non-residents, either at their Spanish consulate or in person at a booked appointment in Murcia province. That holds for an apartment on La Manga del Mar Menor, the strip between the Mediterranean and the lagoon, as for a house in Cabo de Palos or the lagoon towns.

A number for each name on the deed

Two buyers, two numbers, even if only one of you deals with the bank. The NIE ties you to the deed, the purchase taxes, the land registry entry, the mortgage if there is one, and the bills that follow each year: community fees, the IBI (municipal property tax), water and electricity.

Buying from abroad

If your home stays in another country, your request is that of a non-resident, made on form EX-15, either at the Spanish consulate for your area or in person during a trip, through the cita previa for Murcia province. NIE assignment is among the procedures policia.es gives for the Comisaría de Cartagena, C/ Menéndez y Pelayo 6.

If neither suits your timetable, Gestoraz handles NIE requests at a distance, without a trip for the appointment.

Signing through a power of attorney

If you cannot attend the signing, a poder notarial (power of attorney) lets someone you trust sign in your place. A Spanish notary can grant it, and so can a notary in your own country, with an apostille. The person you appoint signs with your NIE, so you need the number before you need the representative.

Owning without living here

Owning a home does not make you a resident, and no residence follows from a purchase: the golden visa ended in 2025. A non-resident owner files a Spanish non-resident tax return for the property each year, which a tax adviser can take on. If your passport is not European, your stays still count against the Schengen limit; living here on a pension calls for a non-lucrative visa instead.

Two municipalities on one strip

La Manga is shared between two municipalities, Cartagena and San Javier. Check which one your deed names: it is that town hall that matters for local taxes and, if you ever move in, for the padrón (municipal register).

In Cartagena

Buyers who live abroad and come over for the purpose can book NIE assignment for the province of Murcia; in the Cartagena–Mar Menor area, policia.es lists it only at the comisaría on Menéndez y Pelayo. Fitting a trip around a free slot is the hard part, so start as soon as the offer is accepted.

Questions

Our flights are booked for the signing in Cartagena. Can we get the NIE that same week?

Only if an appointment is free that week, and no one can promise it. Request the number as early as you can, at a consulate or for the province of Murcia.

The apartment is on the San Javier side of La Manga. Does that change the NIE?

No. The NIE is national. The municipality matters for local taxes and the padrón, not for the number.

Does holding a NIE make me tax resident in Spain?

No. Tax residence turns on where you actually live during the year; the number plays no part.
