Retiring to the Mar Menor from outside the EU: consulate first, coast second

From outside the EU, retiring here begins with the Spanish consulate in charge of your home area and a non-lucrative residence visa, granted to people who live on their own means; once on the coast, you register on the padrón and book fingerprints for your TIE. British retirees arriving now take this route too; Europeans, drawn to the calm water of the Mar Menor like everyone else, simply register.

What “non-lucrative” means

It is a residence for people who will not work in Spain and live on their own resources: a pension, savings, rents, investments. Paid work here is not allowed on it. The level of means is set by the rules and revised over time, so check the consulate’s current requirement rather than any figure found online.

At the consulate

  • The consulate’s application form for a national visa
  • Your passport
  • Evidence of pension, income or savings
  • Private health cover from an insurer authorised to operate in Spain
  • Criminal record and medical certificates, legalised and translated where the consulate requires
  • The visa fee the consulate charges

Arriving on the coast

With the visa in your passport, travel within its validity. Register on the padrón (municipal register) of the town where you live: Cartagena, San Javier, Los Alcázares and their neighbours each keep their own. Then book the toma de huellas (fingerprint appointment) for your TIE soon after arrival.

On policia.es, TIE issue appears at the Comisaría de Cartagena, C/ Menéndez y Pelayo 6, and non-lucrative residences among the procedures of the brigade at Cabezo Cortado, in Murcia. Your cita previa confirmation names the office.

Renewing

The first residence runs for a limited period, then is renewed if the conditions still hold, through the Oficina de Extranjería in Murcia, the only one in the region. Keep proof of your means and your insurance up to date, and keep track of the time you spend outside Spain.

A house is not a visa

Buying a home on La Manga, or anywhere else in Spain, no longer leads to residence on its own, since the golden visa was abolished in 2025. If you would like one firm to guide the whole move, AnchorLess plans relocations to Spain, visa included.

In Cartagena

After the consulate, retirees settling by the Mar Menor deal with two places: their own town hall for the padrón, and the police for the card. policia.es lists TIE issue at Menéndez y Pelayo 6 in Cartagena and non-lucrative residences at the brigade in Murcia; renewals of the residence itself go to the Oficina de Extranjería in Murcia.

Questions

We are a couple. Does one visa cover both of us?

No: each of you applies, usually as one family file, and your means are judged for the household as a whole.

Which comes first, the house or the visa?

Either can. A purchase needs only a NIE, which a consulate can also arrange. The visa is a separate request, and owning a home is not in itself a ground for residence.

Could I take paid work later if I change my mind?

Not on this residence. Moving to a status that allows work is a separate application to the Oficina de Extranjería, with conditions of its own.
