Certificado de registro UE Cartagena: Europeans on the register

Europeans who have made Cartagena or the Mar Menor their home for over three months (holders of EU, EEA or Swiss passports) sign form EX-18 and are handed the certificado de registro, a small green paper that also carries the NIE, usually at the appointment itself. policia.es lists the procedure at the Comisaría de Cartagena, C/ Menéndez y Pelayo 6, and at the brigade in Murcia. Your passport already lets you live and work anywhere in Spain; the certificate is the record of your residence.

Who registers

Every European who makes this coast their main home: the retired couple from Düsseldorf in Cabo de Palos, the Irish welder hired in the port, the French student at the Universidad Politécnica de Cartagena (UPCT). Each person registers in their own name, children included.

Relatives who hold a passport from outside Europe take a different route, the family card requested on form EX-19. Register on the padrón (municipal register) of your town first if you can: it is the plainest proof of your address.

Evidence that matches your life

  • Working for an employer: your contract, or a letter on the company’s paper
  • Your own business: the registration that makes you an autónomo (self-employed) with the tax agency and Social Security
  • Retired, or living on savings: evidence that your means are enough, plus public or private health insurance
  • A student: the enrolment letter, an insurance or public-cover document, and your declaration that your means suffice
  • Living with a registered European as their partner: proof of the link, and that person’s certificate

The folder for the appointment

  • EX-18, completed, with your signature
  • Your passport or national identity card (in date), plus a photocopy
  • The 790-012, paid
  • The evidence for your situation, from the list above
  • Proof of your address here, such as a padrón (municipal register) certificate

Where it is issued

The régimen comunitario (Spain’s residence scheme for Europeans and their relatives) appears on policia.es at the Comisaría de Cartagena, C/ Menéndez y Pelayo 6, and at the brigade in Murcia. Book a cita previa for Murcia province under the trámite (procedure) for the EU registration certificate; the confirmation names your office.

Pay the Modelo 790 código 012 beforehand, one slip per person. The certificate is normally printed and handed to you at the appointment itself.

In Cartagena

For coastal Europeans the green certificate means a trip into town: policia.es lists the régimen comunitario at Menéndez y Pelayo 6. Residents of La Manga, Los Alcázares or San Javier book for the province of Murcia like everyone else, and the confirmation shows whether the slot is in Cartagena or at the brigade in Murcia.

Questions

Can I use the green certificate instead of my passport?

No. It has no photograph and shows only that you are registered. Carry your passport or ID card alongside it.

We own a flat on La Manga but live in Belgium. Must we register?

No. Only people whose home is in Spain register. As owners from abroad you each need a NIE, which the EX-15 provides.

Certificado de registro UE Cartagena: should the padrón come first?

It is the plainest proof of where you live, and offices often ask for it. If you can, register with your town hall before the appointment.

After five years here, is there a further step?

You may then ask for permanent residence as an EU citizen, recorded on a new certificate.
