Who can apply
- A husband or wife
- A registered partner and, in some cases, a long-standing partner who can prove the relationship
- Children under 21, and older ones still dependent on you both
- Dependent parents of either partner
The European registers first
Your relative’s registration is the anchor of your request: they need the green certificate, or must request it alongside yours. Plan the two steps together, so that the certificate is in hand when your file goes in.

Where the region handles it
The Delegación del Gobierno (the arm of the central State in the region) places the family card of EU citizens’ relatives with its Oficina de Extranjería in Murcia, at Cabezo Cortado in Espinardo, the only such office in the Región de Murcia (968 989 600, weekdays, 9:00–14:00).
For first applications, its instructions ask residents of the province to request an appointment by email, with the appointment form and the documents attached as PDF files (check on its page that the family card is covered before you write); an application can also be filed online on the Mercurio platform with a digital certificate, or through a representative. Like any residence card, the card itself then needs fingerprints at the police, taken as a cita previa for Murcia province, with the Modelo 790 código 012 settled first.
A Spanish spouse or parent?
The EX-19 is not meant for you. Beside the EU family card the Delegación del Gobierno writes “no familiares de españoles”, and lists a separate procedure for relatives of Spanish citizens at the same Oficina de Extranjería in Murcia: the autorización de residencia para familiares de nacionalidad española (residence authorisation for family members of Spanish nationals). Read its requirements on the Delegación’s page before you gather papers.
Once the card is granted
Keep the receipt of your application with your passport while you wait. The card, once issued, lets you work in Spain, as an employee or for yourself.
In Cartagena
The EX-19 does not stop at Menéndez y Pelayo: the Delegación del Gobierno lists the family card at its Oficina de Extranjería in Murcia, at Cabezo Cortado. Expect the application there, then a fingerprint appointment for the province of Murcia, whose confirmation names the office.
Questions
My wife is Dutch and we live in Cabo de Palos. Is this my route?
Yes, once she is registered as a resident. The EX-19 is the form, and the Oficina de Extranjería in Murcia lists the card.
Is my partner’s green certificate enough proof of their residence?
It is the core of it. The office may also look at how your partner lives here: work, a pension or other means.
My husband is Spanish. Is the EX-19 for me?
No. The Oficina de Extranjería in Murcia lists this card for relatives of other Europeans only, and a separate residence authorisation for relatives of Spanish nationals. That one is yours.
